Respec Mechanic

I added a mechanic that allows for respecing of resources if you aren’t doing particularly well. I came upon a desire to implement this mechanic when my tavern started to fall out of relevance (low Influence), so I took a shady sponsoring opportunity (- Money and Quality) to increase my Influence. I hope this helps anyone who runs into a similar problem.
